Senior Regulatory Analyst - Vancouver, BC $95,000 a year Full-time, Permanent

Our client is one of the leading companies in the operation and management of water, wastewater, electric, gas and sustainable energy utility infrastructure in North America. The company has an open position for a Senior Regulatory Analyst in Vancouver, BC.  


Job title: Senior Regulatory Analyst  


Job Duties:      

  • Prepare documents related to regulatory application and filings. Cooperate with operation, legal, finance, construction, and human resources to provide professional input and solutions to client inquiries      
  • Ensure the policies, regulatory legislation and guidelines are correct and in-line with up-to-date Federal and Province regulations     
  • Based on history data, market surveys and forecasting, provide finance analytical reports, including Revenue vs Cost and Opportunities vs Risk     
  • Participate in multi projects including feasibility studies, response inquiries and customers and investor concerns     
  • Provide regulatory analysis to support business development both by organic growth and Merge & Acquisition      
  • Deliver professional regulatory files, information requests and utility arguments before deadlines     
  • Conduct the relevant research, respond to information for customer queries/concerns     
  • Review, update and filing of internal regulatory policies, procedures, and practices    
  •  Participate in Request for Proposals (RFP) and due diligence analyses as needed     
  • Attend regulatory hearings, tribunals, procedural conferences, public consultation sessions and external meetings as required.     
  • Perform other duties related to regulatory affairs and compliance as required  Qualifications:     
  • 5 years regulatory related experiences in water, utility, and environmental protection regulations.     
  • Proficiency in reading, analyzing and interpreting relevant legislation, policies, rules and guidelines     
  • Strong analytical skills in combination with finance, regulations, legality, and environment governance     
  • Close attention to detail, and decision-making ability involving complicated status    
  • Strong logical and critical thinking     
  • Excellent written and verbal communication in English     
  • Proficient in Microsoft Office (Excel, Word, PowerPoint and Outlook)      Graduate business degree (MBA), professional finance designation (CFA), or professional accounting designation (CPA) highly appreciated

Senior Financial Planning Analyst Vancouver, BC $90,000 - $120,000 a year

Full-time, Permanent.

 Our client is one of the leading companies in the operation and management of water, wastewater, electric, gas and sustainable energy utility infrastructure in North America. The company has an open position for a Director Financial Planning and Analysis in the Lower Mainland, BC. 


Job Duties:  

  • Develop financial analysis including financial planning, price modelling, evaluation, and risk control to support for project management and business growth 
  • Cost analysis based on budget and rolling forecast, root of cost discovery difference, provide financial point of view opinions to increase gross margins  
  • Supervision of the accounting team to build and streamline processes and procedures to improve efficiency and accuracy of financial statements, reports, audits and reconciliations
  • Prepare regulatory reporting, support data analysis and filings, support financial analysis on new project feasibility studies, monthly reports and rolling forecast for each utility operation unit 
  • Responsible for review and monitoring of operation and capital budget • Identify opportunities and risk in terms of financial analysis for all business units, including synergy by Merge & Acquisition and organic growth
  • Maintain and analyze the utility rate models, identify gaps in between actual and budgeted returns 
  • Review and direct reports in finance and auditing such as annual budget, rolling forecast, and year-end audit 
  • Responsible for tax working papers, regulatory reporting, analysis and supporting documents 
  • Perform other related duties as required 


Qualifications:  

  • 5 years finance related experiences, work experience in water, utility, and environmental protection regulations highly preferred 
  • Proficiency in reading, analyzing and interpreting relevant legislation, policies, rules and guidelines 
  • Strong analytical skills in combination with finance, regulations, legality, and environment governance
  • Strong logical, analytical and critical thinking
